Whether in terms of communicating Government policy within the country or in terms of presenting the Kingdom’s viewpoint outside the country, professional expertise in the techniques of modern mass communication is essential. The need for such expertise is particularly acute at the level of international affairs where competing versions of the truth and conflicting value systems can distort the judgment of allies and foes alike.
