Of all the challenges facing the Kingdom in its social and economic development, there can be no doubt that the need to create a pool of highly educated Saudi Arabian citizens, capable of managing a complex modern economy, has been paramount. It is in this context that the Kingdom’s massive expenditure on education at all levels, but particularly at the higher level, must be seen. Clearly, the implementation of the development plans necessitated the assistance of tens of thousands of expatriate managers, scientists, engineers and teachers. But, while the development program was pursued with their help, the Government allocated resources to ensure that, as soon as reasonably possible, its own citizens should be able to assume full responsibility for their own future. It is not only the more gifted who have benefited from King Fahd’s uncompromising belief in the life-enhancing value of education. The Saudi Government has also made provision for those who are physically or mentally challenged by setting up educational establishments for the blind, the deaf and the mentally handicapped. From the time when he was Minister of Education to the present, King Fahd has shown a continuous and unfaltering commitment to education. This commitment can be seen in the text of every Five-Year Development Plan and in the provisions of every annual budget. It has, of course, been in the Kingdom’s interests to ensure that its population is properly educated. At the same time, it is clear from King Fahd’s conduct and speeches that his belief in education is centered on the benefits it brings to the individual, not simply in improving employment opportunities but in understanding, appreciating and enjoying life.
