There is however a more ambitious goal, intended to benefit both the individual citizen and the State. The Government has, as one of its major objectives, the “Saudization” of jobs. Earlier and, in the initial phases of development, necessary reliance on expatriate workers has been reduced at all levels and Saudi citizens, now largely Saudi educated and trained, are taking over the work previously performed by foreigners. To ensure there are citizens qualified to assume the more demanding responsibilities, it is necessary for the Kingdom to produce a steady flow of graduates.
