The structure of Regional Government and the composition of the regional governing bodies and regional councils provides further evidence of King Fahd’s determination to increase the involvement of the citizenry in the Government of Saudi Arabia while maintaining stability and continuity. These measures should not be seen as a cautious attempt to move towards Western-style democratic institutions; rather they should be construed as logical and eminently sensible extensions of the traditional participative mechanisms that have facilitated good government in the Kingdom and that have allowed the inevitable tensions of any fast-developing society to be resolved through the emergence of a broadly based consensus.
