In 1993, King Fahd introduced three major political developments which formed part of a carefully constructed strategy to modernize the Kingdom’s system of Government within the framework of Islam and the Kingdom’s traditions. These were:

• the formation of the Majlis Al-Shura (Consultative Council)
• the restructuring of the Kingdom’s Regional Government
• the promulgation of the Basic System incorporating the first two developments
