In the beginning, inevitably, there was heavy reliance on expatriate labor at all levels but, from the start, it was clear that King Fahd foresaw a time when Saudi citizens would be able to take full responsibility for their own country. To this end, King Fahd gave education the highest priority. Saudi citizens were given every encouragement to pursue their studies through school and, whenever beneficial, finance to study at the best universities abroad. At the same time, funds were provided to expand the Kingdom’s own universities so that, as soon as possible, the majority of Saudi young people would be able to take their education to the highest level within the Kingdom.
