The real question is this. Will the main consumers, the industrialized nations, persist in seeing oil as simply another commodity to be obtained from its source at the lowest possible "market" price - or will they recognize that, in an increasingly interdependent world, the interests of producer and consumer, while not identical, must in the end be brought together in the interests of the global economy?
