The Government can create the conditions for social development, just as it has created the conditions for economic diversification, but it has always been King Fahd’s view that, for the fulfillment of the Kingdom’s aspirations, it is essential that Saudi citizens understand the objectives of the development programs and become, through their personal involvement, committed to the Kingdom’s goals.
Such commitment in the social area may take many forms. It may appear as active participation in the Kingdom’s cultural life (through, for example, authorship), or as an enhanced appreciation of the Kingdom’s cultural traditions (by, for example, greater use of the Kingdom’s libraries and museums), or in a changed perception of the value of types of work which may previously have been accorded low social status.
