One of the underlying purposes of the building of the Kingdom’s infrastructure, and the expansion of the industrial and agricultural base, has been to encourage social development in its widest sense. Over and over again, King Fahd has declared in his public pronouncements his Government’s commitment to ensuring that all Saudi citizens participate in the Kingdom’s development, both in terms of enjoying the benefits and contributing to its success.
